Jefferson County designates a voter as 'inactive" if he did not vote in 2010 (the most recent general election) or in a more recent election and has not requested his voter status be returned to "Active" in spite of his not voting in one of those elections, and has not told Jeffco he's moved out of Jeffco. Jeffco will leave "inactive voter" records in the voter files up to 4 years. Therefore Jeffco's voter files contain a considerable number of inactive voters.  The "Active Voters Only" stats may show significantly different percentages for your selections.  A small percentage of inactive voters (roughly 10%) do actually turn out on Election Day.
